I don't think there are many person in Taiwan will go to court for $5 (USD) shipping fee. I did it once and I scared the heck out of the seller. After that, I monitored the seller for quite a while and subsequenctly purchased some stamps from him since I later believed that he did not do that on purpose.
In us, "small-claims court" means you can file a claim without going through the standard court process for about $30 depending on which state you're in (don't need a lawyer). The court reviews the case in a few days and send you and the depender his/her decision. If you win the case, the defender must pay the court fee and reimburse all the associate fees to you. Plus. the judge may ask the defender to pay extra to you due to the time that you spend on taking care of the case and other stuffs that may have incurred.
I believe Taiwan has similar process but most people just keep silent and don't want to spend a whole lot of time for a few bucks. This is why bad sellers keep popping up on auction sites since they don't get punished.
Only taking actions can stop those scammers and we all need to "do" something not just keep talking.
