I have asked some collectors: the freak seems to be caused by a particle (maybe dust?) on the cylinder not removed by the wipe blade. During rotation the particle moved slightly causing a slightly oblique blue line.
Since this is not an error it is quite unlikely to find this variety on the same paper roll again.
